Update on Carpark 246

An update from Councillor Bravo on the decommissioning and future use of Carpark 246 at 31 Blackthorn Ave.

Toronto Parking Authority (TPA) completes regular reviews of their parking lots to set rates and monitor profitability of operations as a revenue-generating agency of the City. As part of those reviews, TPA has identified that Carpark 246, located at 31 Blackthorn Ave, is no longer generating adequate revenue and will be decommissioned as a Toronto Parking Authority lot. 

Carpark 246 is located on land owned by HydroOne and is currently leased to the Toronto Parking Authority to operate a parking lot. With the Toronto Parking Authority discontinuing parking operations, the City started investigating new potential uses for this land in 2022. Any new uses have to comply with the restrictions and conditions set out by Hydro One for hydro corridors.

At the same time, as community members know, finding more green space has been determined as a priority for Ward 9, especially in the north end. Compared to the rest of the city, Davenport neighbourhoods are behind on access to parkland, and it is a priority to create new green spaces so our community can catch up with the rest of the city. 

With this in mind, City of Toronto’s Parks, Forestry and Recreation will be taking over the lease for the land at 31 Blackthorn Ave to create a new green space for the local neighbourhood. Nearby TPA parking lots along St. Clair Ave. W. in Ward 9 at 20 Prescott Avenue, 141 Greenlaw Avenue, 91 Via Italia, 7 Norton Avenue, and 94 Northcliffe Blvd are unaffected and will continue to operate. Toronto Parking Authority is also identifying new pay-and-display parking in the neighbourhood to serve local businesses, organizations, and visitors.

Supporting the creation of new parks and green spaces in our ward has been a priority of mine for decades, and a commitment I made to constituents. I’m looking forward to working with the local community to build a vision for creating a new park. In the coming months, I will be hosting a community meeting to discuss the future of the land at 31 Blackthorn Ave with the community.
